More Prostitution Arrests Along Rt. 1

Vice operation results in 17 prostitution arrests



Howard County police have charged 17 people with solicitation of prostitution during an undercover operation in Jessup. Vice detectives and female officers worked Friday evening to identify suspects soliciting prostitutes along U.S. 1.



Female officers in plain clothes stood in areas targeted by citizen complaints to determine whether they would be approached and offered money for sex. Suspects who approached the female officers and made such offers were arrested.



The following suspects were arrested and charged with solicitation of prostitution:



Charles Scott Davis, 57, of Annapolis

Jose Humberto Bonilla, 48, of Hyattsville

Herbert Alexander Rodriguez, 31, of Riverdale

Russell Dwayne James, 31, of Baltimore

Charles Abiodum Cole, 57, of Columbia

Jose Delores Jimenez-Torres, 54, of Woodbine

Rosendo Arroyo, 31, of Salisbury, N.C.

Carson Ray Christian, 77, of Laurel

Jason Michael Theissen, 30, of Savage

Jon D. Knox, 49, of Ellicott City

Javier G. Ramirez, 42, of Severn

Edwin A. Moran, 23, of Elkridge

Diego A. Chavez, 23, of Elkridge

Gary Lynn King, 43, of Gaithersburg

Abu Bakar Bayoh, 25, of Washington, D.C.

Carlos E. Lopez, 26, of Lanham

Otoniel Villeda, 23, of Laurel, also charged with second degree assault and resisting arrest



Note: Detectives have provided the best known spellings and ages for all suspects.

More Prostitution Arrests

Fourteen Arrested in Prostitution Operation

Howard County police have charged 14 people with engaging in prostitution during a undercover operation late last week in Jessup.

Female officers in plain clothes stood in areas along Route 1 targeted by citizen complaints to determine whether they would be approached and offered money for sex. Suspects who approached the female officers and made such offers were arrested for solicitation of prostitution.

The following suspects were arrested and charged with solicitation of prostitution:

Patrick Christopher Sams , 43, of Ellicott City
Manuel DeJesus Contreras-Lopez, 28, of Elkridge
Robert Anthony Matthews, 38, of Laurel
Howard A. Hill, 35, of Laurel
William Robert Dodds, 52, of Stafford, Va.
Mario Enrigue Mendez, 23, of College Park
Manuel D Mancia-Flueates, 28, of Hyattsville
Jose Amaya Melendez, 25, of College Park
Jackie Leroy Der Jr., 51, of Severn
Jose D Villeda Munoz, 27, of New Carrollton Md.
Frank Burris Hulden, 34, of Brooklyn, Md.

In addition, three suspects were charged with both solicitation of prostitution and possession of drugs:
Gary Rex Vickers, 46, of Severn
Stevie Learnell McCain, 36, of Silver Spring
Michael Anthony Belzner, 23, of Baltimore

Police conducted a similar operation in Jessup on October 16, which resulted in 10 arrests.

Female officers in plain clothes stood in areas targeted by citizen complaints to determine whether they would be approached and offered money for sex. Suspects who approached the female officers and made such offers were arrested for solicitation of prostitution.

The following suspects were arrested and charged with solicitation of prostitution:

Rafael Rios Marin, 37, of Laurel

Wilson Joel Morales Alvarez, 32, of Laurel

Melquin Portillo Ochoa, 20, of Columbia

Aleman Jose Alcides Hernandez, 20, of Columbia

Ibraham Samura, 26, of Jessup

Arthur Lee Warren Jr., 43, of Nottingham

Christopher Lanehart, 25, of Laurel

Edward Witherspoon, 49, of Columbia

During the operation a man approached an undercover female officer, identified himself as a “pimp” and inquired about prostitution prices in the area. He left, returned with a woman and walked her to Route 1. A male undercover officer made contact with the woman and she solicited him for prostitution. The woman and man both were arrested:

Geraldine Felcidad Brooks, 20, of no fixed address was charged with one count of prostitution.

Harold Chip Hamilton, 48, of Upper Marlboro, was charged with running a prostitution business, general prostitution and possession of marijuana.

Cedar Motel Prostitution Activity




The Cedar Villa Heights community has had enough of the on-going prostitution activity at the Cedar Motel. An awareness/action campaign has begun and we are working with State and County officials to resolve this problem. We will be meeting with Captains Gardner and Jones to come up with a community action plan. In the interim, please follow the tips provided in the recent community awareness flyer passed out over the past couple of weeks. Take plenty of photos if you can. Here are some recent photos taken at the motel.

DAILY CRIME BULLETIN HOWARD COUNTY POLICE DEPARTMENT MONDAY, 09/25/08

Neighbor heard dogs barking and then his front door being "checked" he ran to the window and saw a black male in a bright red shirt running from door to door down Wye ave. checking front doors. He called 911 and the police were there in 2 min. 3-4 police cars drove around the Wye ave. / Cedar ave. block. In about 4-5 min. they saw the suspect come from between two houses about halfway down Wye ave. he was carrying a "bag" but threw it. Police per sued on foot cutting into back yards and over fences finally arresting him a the corner of Cedar and Georgia ave. (the little connecting end of Wye). The suspect told the police that he had relatives in the hood, and gave them an address they knew all too well. It is one of the houses at the dead end of Cedar ave. by the park. They have arrested some number of persons from that address on drug charges. The suspect was identified and the "bag" that was thrown was found to be a purse from a house on Wye ave. The suspect entered the unlocked front door, took the purse, a cell phone, wallet, car keys. Then went up stairs, stepping over a young boy that was sleeping on the floor, and took another phone and an i-pod. When the police arrested him he was in possession of one of the stolen phones. Police noted that he was "high" when taken into custody, and that he already had a warrant out for his arrest. Wonder why he was going to that house???????

Beat E1 7300 WYE AVE, 9/25 0030. Units responded to location for a B&E in progress. Officers chased and
apprehended the suspect, who was in possession of victim’s purse, iPod and cell phone. Juvenile arrested.
