Fourteen Arrested in Prostitution Operation
Howard County police have charged 14 people with engaging in prostitution during a undercover operation late last week in Jessup.
Female officers in plain clothes stood in areas along Route 1 targeted by citizen complaints to determine whether they would be approached and offered money for sex. Suspects who approached the female officers and made such offers were arrested for solicitation of prostitution.
The following suspects were arrested and charged with solicitation of prostitution:
Patrick Christopher Sams , 43, of Ellicott City
Manuel DeJesus Contreras-Lopez, 28, of Elkridge
Robert Anthony Matthews, 38, of Laurel
Howard A. Hill, 35, of Laurel
William Robert Dodds, 52, of Stafford, Va.
Mario Enrigue Mendez, 23, of College Park
Manuel D Mancia-Flueates, 28, of Hyattsville
Jose Amaya Melendez, 25, of College Park
Jackie Leroy Der Jr., 51, of Severn
Jose D Villeda Munoz, 27, of New Carrollton Md.
Frank Burris Hulden, 34, of Brooklyn, Md.
In addition, three suspects were charged with both solicitation of prostitution and possession of drugs:
Gary Rex Vickers, 46, of Severn
Stevie Learnell McCain, 36, of Silver Spring
Michael Anthony Belzner, 23, of Baltimore
Police conducted a similar operation in Jessup on October 16, which resulted in 10 arrests.
